In this part of Deuteronomy (always important to put in context the word of God) Moses is handing off the leading to Joshua. Moses could only go so far and needed to pass the baton if you will. In this part of the Bible it shows us that the law can only take you so far we need Gods grace and we must have faith to enter into the full blessings of God! Moses was getting old and passing down the leadership. Joshua is now the leader. Fear would most likely gripped his heart that is what Moses says “do not be afraid”.
